With the promotion of consumption consciousness, the agricultural policy of every country has new policy and demands. Taiwan should push TGAP in order to conform to international trend, but the global GAP is an entire period, particularly introducing European GAP and Japan GAP to refer to, working as the host should know about the development situation of GAP in order to prepare well for the certification and compete with others after opening the domestic market.
1 、What is GLOBALGAP? (Before sep 7th ,2007 was called Eurep GAP)
GLOBALGAP was the rules and procedures to carry out the GAP certification in the world which was drown up by EUREP and the host on the farm. These rules mainly analyzed the reason of rising risk and solve it in order to make sure the supplying food safety, traceability, the staff members healthy and welfare, and the environment unpolluted and protection system. GLOBALGAP was only directed at special agricultural product and the demand of operation facilities, and food processing and the packing procedure didn’t belong to the system’s category.
GLOBALGAP kept strong development trend from beginning. From 2002, through the short 2years, to the late June, 2004, the area passing GLOBALGAP certification reached by 724,247 hectare. It was 1.9 times as much as at the end of the year, 2003. At present, GLOBALGAP certification was accepted by 61 countries , about 80000 agricultural producer. And now more producers was attending it. As an appraisal standard system, it referred to fruits , vegetables, plants, aquatic products, coffee producing and IFA. As an appraisal standard for purchasing agricultural products in supermarket, it was not only praised by European retailers, but also valued by more and more governments. GLOBALGAP was initiated by EUREP, its goal at promoting the development of Good Agricultural Practice. GLOBALGAP was an agricultural product standard which was carried out by Euro-Retailer. It passed the third party certification and international rules to coordinate agricultural producers, processors, distributors and retailers’ producing, store, and management. Radically, it reduced the risk of agricultural safety food.
European product chain was controlled by retailers, that is, the supermarkets controlled great part of commercial capitals in European. EUREP was an association which took the supermarkets as members. With the improvement of focusing on the problem of safety food, European importing agricultural products was more and more strict. Not through the GLOBALGAP’S suppliers would be obsoleted , and be victim of international trade technology barrier. Passing the GLOBALGAP certification , it would improve export, promote the standardization of agricultural operation, and make sure the quality of agricultural products. More and more GLOBALGAP members such as England Tesco, German Metro, Holand Ahold and so on, entered China’s market one after another. Passing GLOBALGAP certification’s products would have more competitive on the market.
2、JGAP
Because JGAP’S vegetables began to let folk certificate, Japan consumption bureau carried out JGAP’S policy and handbook. Gradually, Japan would carry out JGAP. JGAP was an agricultural product certification system which mainly considered the food safety, environment protection, the safety of worker working. JGAP would be extended by 50 agriculture enterprise in law. They would offer 2,740,000,000￥ to the government in Nongshui province in order to the safety food production. The enterprises which brought in JGAP certification system would obtain capital. The background of carrying out this certification system was to enlarge the export of agricultural product. Japan positively carrying out JGAP wished to be accepted each other by EUREP-GAP. GLOBALGAP declared JAP standard to get approval formally on Aug 17th, 2007.
Now Japan had cooperated with GLOBALGAP, and China prepared so positively to cooperate. If Taiwan’s agricultural enterprises wanted to export their products to European, Japan or China, it is necessary to push GLOBALGAP which could safe many certification fees. Because Taiwan’s TGAP couldn’t get acceptance by EU, Japan, China, the government in Pingdong county wanted to export their fruits as guidance and they put forward GLOBALGAP certification as their choice. They believed that it would bring in good result of export. ZHCERT representing ECOCERT T carried out GLOBALGAP and every country’s organic product certification in Taiwan. This time in Pingdong county the work of certification had finished successfully and been responsible for proclamation. This brought the trend of new agricultural system. And we expected this would help our agriculture development.
